The European Union Role in Security Sector Reform

Security Sector Reform is becoming an increasingly important part of the European Union’s security policy. This project investigates the emergence of the EU as a key actor in Security Sector Reform in neighbouring areas as well as in other parts of the world.

The project includes four research foci

The concept of Security Sector Reform (SSR)
Comparative studies of SSR in the EU and other international fora such as Nordic cooperation, NATO and the United Nations
Nordic-Baltic SSR
Prospects of SSR with a focus on Ukraine, Afghanistan and Western Balkans

The project aims to explore the Union role in SSR by examining policies such as the European Neigbourhood Policy and European Security and Defence Policy. That role can vary between information point for EU member states, negotiation arena, coordination platform, or authoritative actor. The EU SSR impacts upon governance and management bodies as well as traditional security sectors, including military, police, intelligence, border control, and judicial and health institutions.

The goal of this project is to provide policy-relevant research in the area of EU, Nordic and Baltic SSR.
