Open seminar: Beyond oversight - the role of human agency across responsible AI Initiatives in the military domain

The seminar is hosted by the Department of International and Operational Law at the Swedish Defence University.
Abstract
Human oversight features prominently as a means to mitigate risks associated with AI technologies in governance initiatives. However, ongoing efforts to establish global norms on responsible development and use of AI lack practical details on ensuring the human role in interactions with AI systems.
In this presentation, Anna Nadibaidze examines existing understandings of human oversight across responsible AI frameworks, based on a mapping and content analysis of global and regional initiatives applying to military applications of AI. Most of the understandings of human oversight portray the human role as largely distinct and independent from and not significantly affected by using and interacting with AI. Anna Nadibaidze argues that these conceptualisations of human oversight insufficiently account for the dynamics of human-machine interaction, especially the impact of using AI systems on the exercise of human agency.
Following Science and Technology Studies (STS), Anna Nadibaidze highlights the importance of considering the human role from a socio-technical perspective, which allows us to explore how the exercise of human agency is affected by interactions with AI technologies in military decision-making as well as the legal, ethical, and security implications of these interactions. The research is part of the project “The Distributed Agency of Humans and Machines in Military Applications of AI” (HuMach), funded by the Independent Research Fund Denmark.

Dr Anna Nadibaidze is a Postdoctoral Researcher in international politics at the Center for War Studies, University of Southern Denmark. Her research focuses on military applications of AI and global AI governance. Her work has been published in journals such as Contemporary Security Policy, Ethics and Information Technology, and European Journal of International Security, among others.
