This open panel explores the relationship between humanitarian mine action and total defence, with a particular focus on the Swedish context.

Panellists will examine how elements of humanitarian mine action, including explosive ordnance disposal, risk education, and victim assistance, are incorporated into total defence planning and practice. The panel will also address potential tensions inherent in this approach, such as issues of civilian ambiguity and the implications of employing military assets for civil defence purposes. Drawing on more than five decades of global experience in humanitarian mine action, the discussion seeks to identify lessons that can inform total defence preparedness, planning, and execution.
