LtCol Philip Dygeus is a lecturer at the Department of International and Operational Law. He teaches law predominantly to cadets, senior officers and reserve officers with a focus on public international law, the law of armed conflict and international criminal law, as well as Swedish laws and regulations relating to armed conflict and societal security and readiness.
Prior to joining the Swedish Defence University he served (2018-2019) in the Registry of the International Criminal Court (https://icc-cpi.int) working with the rights of victims in the Central African Republic to access to justice and compensation. Before that (2002-2017) he served at the International Criminal Tribunal for the former Yugoslavia (https://icty.org) where he, inter alia, led legal teams during trials about genocide, crimes against humanity and war crimes and worked with international judicial cooperation. He also served (2014-2015) as legal expert on the European Union External Action Service (https://eeas.europa.eu) team which planned for the Kosovo Specialist Chambers and Specialist Prosecutor’s Office (https://scp-ks.org). From 2000 to 2002 he held several positions in post-war Bosnia and Herzegovina working with implementation of the Dayton Peace Agreement, including at the Constitutional Court (https://www.ustavnisud.ba) and the Office of the High Representative (https://www.ohr.int).
Since 1993 Philip Dygeus is an actively-serving reserve officer in the Swedish Marines, where he has held positions at battalion, brigade and regimental levels. Since 2013 he is assigned at the Swedish Joint Forces Command as Legal Advisor pursuant to Additional Protocol I to the Geneva Conventions. He has served internationally on several occasions, most recently in Georgia in the context of NATO's support to the country's defence capabilities. In 2021 he completed the Swedish Armed Forces' upcoming handbook on the law of armed conflict.
Philip studied law at Uppsala University, Sweden, and at Maastricht University, the Netherlands, specialising in public international law, followed by a Master of Laws (LL.M.) in international criminal law at Edinburgh Napier University, UK. He lives in The Hague, the Netherlands, and tries his best to communicate in Swedish, English, French, German and Dutch. Off work he enjoys analogue photography, the cinema and outdoor sports.
