Answer: If you think it is more accurate, you can report one year's hours in one semester and write a comment in the text box that it covers the whole year. Discuss it with your supervisor.

Possible answer: your supervisor has clicked ‘Approve’ (the ISP is forwarded to the reviewer/director of studies) instead of ‘Send back’ (to the doctoral student). Solution: ask the supervisor to ‘Send back’.
